PAUL - In the April 2018 General Conference, President Nielsen said: "Nothing opens the heavens quite like the combination of increased purity, exact obedience, earnest seeking, daily feasting on the words of Christ in the Book of Mormon, and regular time committed to temple and family history work." What is exact obedience? Given our human condition, is it even possible?

JOEL - To me exact means paying attention to the details of the ways a commandment can be obeyed. Of course Jesus was the only perfect person who lived on the earth.
However, even considering our human condition I don't think God would give us any commandments that we could not live perfectly and with exactness, although we might not be able to live them all perfectly in this life.
The law of tithing for example is something a person can live perfectly. The law of chastity can be lived perfectly. The law of the fast can be lived perfectly.
It doesn't mean that we are or have to be perfect individuals in all ways; that takes a lifetime and into the eternities to accomplish that. God will not give us any commandment that a falible human being cannot live perfectly. That woud not be fair. He knows what we are capable of doing and would not require a level of perfection we could not obtain. We have to take the commandments one at a time and become perfect in the obedience of each one as we live this life in our eternal road to becoming totally perfect like Jesus. As long as we are moving forward and never give up we will eventually make it.
