OLDSTER - Is Satan is the devil for earth only? Or is he the devil for all other worlds as well? Stands to reason that if he is Satan for all other worlds, then he would never be punished for all the evil he created. He would go on and on and on creating evil forever for an eternity.

JOEL - There is a part in the temple endowment that hints at the fact that Satan is doing the same thing on other worlds as on this world. And likely all those spirits that were cast out with him from the premortal life were sent down to all the worlds. So just as Jesus is the savior for all the worlds He created(D&C 76: 23-24), Satan is most likely also doing his thing on all those other worlds. There is opposition in all things and so if there are other worlds where other children of God exist there will be both good and evil. However, I would call this mostly logical speculation rather than "official doctrine".

Chances are that God is probably not creating people eternally (more logical specualtion). He created all our sprits; there was a council in heaven, where the majority decided to follow God's plan; and the other one third were cast out because they choose to follow Satan. If God created more spirits after this they would not have the opportunity to use their agency to choose whose plan to follow. Therefore Satan wouldn't be going on creating evil forever and eventually he and his angels will end up in outer darkness where they can no longer have any power on mankind.(D&C 76: 31-38).

Satan has already been punished when he was cast out of the pre-mortal world and not able to obtain a body and have a chance for exaltation. His punishment is to remain in this miserable state forever. He takes his revenge on us as he provides temptation for mortals, enticing them to commit sin and bring them over to his side in his feeble attempt to frustrate the work of God.

The Prophet Joseph Smith explained:
"The great principle of happiness consists in having a body. The devil has no body, and herein is his punishment. He is pleased when he can obtain the tabernacle of man, and when cast out by the Savior he asked to go into the herd of swine (Mark 5:6-13), showing that he would prefer a swine's body to having none" (TPJS, p. 181; cf. pp. 297-98).
