JAMIE - Two part question. First- The account of Moses talking to God face to face in book of Moses is the same account in the Bible Exodus 3 are they both same or God appeared to Moses two different times ?
Second- When God appeared to Moses in book of Moses God told him that he will give account of this world only because he will not comprehend all God’s creations, but Satan is allowed to tempt God’s children in other worlds? Moses with priesthood power cannot comprehend God’s creation but Satan without priesthood can travel to other worlds and I am guessing Satan can comprehend all God’s creation? By what power Satan can travel to other worlds ?

JOEL - Exodus 3:1 Says Moses "came to the mountain of God,". This is when he first met with God on the mountain at the burning bush.
Moses 1:1 says "The words of God, which he spake unto Moses at a time when Moses was caught up into an exceedingly high mountain,"

Then, speaking about his first visit with God in verse 17 of Moses 1 he says:
"And he also gave me commandments when he called unto me out of the burning bush, saying: Call upon God in the name of mine Only Begotten, and worship me."

And in verse 26 God told him:
"And lo, I am with thee, even unto the end of thy days; for thou shalt deliver my people from bondage, even Israel my chosen."

So the events in this Moses chapter obviously happened on an unknown mountain sometime after he spoke to the Lord at the burning bush, but before he went to free the children of Israel from Egypt.

Moses was made aware that there were innumerable ceations of God (Verse 37), but Moses was the prophet of this earth at this time and not of other worlds so no need to comprehend all those other worlds and so God only focused on the things of this world in His conversation with Moses.

Satan has some kind of power:
D&C 76: 31 "Thus saith the Lord concerning all those who know my power, and have been made partakers thereof, and suffered themselves through the power of the devil to be overcome, and to deny the truth and defy my power"

Satan can only do what God allows him to do and the the temple endowment suggests that God allows him to travel to other worlds and tempt his creations to commit sin. There must be opposition in all things so man can be tested and tried and make choices by using his agency.
I don't know what kind of power he uses to do this, but apparently he is aware of all of God's creations and somehow visits each one of them.
